Abstract
In this article, Alexander Wendt grapples with the question of whether state action is shaped by structure or process and institutions. For neo-realists, state behavior and interests are shaped exogenously by the anarchic structure of the international system. Wendt, on the other hand, posits that state behavior and interests are shaped by the endogenous dynamics of interaction and learning through institutions.
