With North Korea conducting multiple flight tests of missiles that can carry nuclear payloads to the United States and Iran testing intermediate-range missile systems at will, an observer might conclude that the current map of global missile developments shows a lawless landscape of missile proliferation run amok. In reality, such a map reveals much the opposite: a world in which the proliferation of missiles able to deliver weapons of mass destruction (WMD) has been suppressed to a remarkable degree.
