Abstract
The article dismisses the popular claims that the rise of China as a new mover of global energy markets lead to war over energy. It argues that the United States and China are no really in direct competition on many energy issues, even though China’s practices of energy diplomacy do undermine U.S. goals of isolating or punishing “rogue states.”
