Abstract
China with two Koreas constitutes a Regional Security Complex located in the Northeastern part of the Asian continent. Rebalance toward the Asia—Pacific region is the U.S. military arm penetrating the RSC on the East Asian continent. As CCP carries modern Chinese nationalism and does away with class struggle, it seems ideologically to have come close to pre—1986 KMT. We have never seen in North Korea changes like the one in China from the road of Mao to that of reform and opening. The Chinese are compromising with the U.S. liberal intervention on the North Korean denuclearization issue. President Park’s Trust Building Process could make its way based on the compatibility of U.S. liberalism and Chinese nationalism. The South Korean policies for the Trust Building Process on the Korean Peninsula need to focus on the ROK—PRC dialogue until the North Korean problem of a nuclear threat is resolved. Compliance of the North Korean regime to denuclearization is expected to accompany amelioration of rigidity in the North Korean system and open the window of the Trust Building Process on the Korean Peninsula.
