Abstract
The history of Northeast Asia does not produce a rich pool of precedent experiences in multilateral cooperation. This paucity of experiences has contributed to multiplying gloomy future outlooks for multilateral cooperation in the region. What are then the historical and circumstantial factors that result in the paucity of multilateral cooperation in Northeast Asia? Will it be possible to devise viable cooperative schemes that can effectively coordinate and compromise diverse interests of the countries in the region, whilst overcoming numerous barriers to cooperation? If possible, how will they be stabilized as concrete institutions? This paper seeks to inquire into the constituting factors of and requirements for multilateral cooperation in Northeast Asia and identify prime barriers to cooperation with a special focus on the impact of regional power arrangement upon multilateral cooperation.
