Abstract
I argue that China’s failure to try to co-opt India as a partner or address some of its concerns is a mistake. China’s projection of naval power into the Indian Ocean has become the Indian Navy’s principal long-term source of concern, and this has only reinforced India’s claim to a regional leadership role.
