Abstract
Piracy can be defined as the “unauthorized boarding of sea-borne vessels on the High Seas with the intention of undertaking criminal activity.” High Seas, however, refer to limits outside of national territorial waters, and since piracy has increasingly moved within national territorial waters today, a newer and more inclusive definition of piracy is needed. This article examines the definition of piracy and how Southeast Asian nations are currently dealing with this problem of maritime security.
