Abstract
Since the end of the Cold War, American policy makers have operated under the flawed assumption of an inexorable march of history guaranteeing perpetual American primacy. Despite its disastrous consequences, the pursuit of this hubristic project is shared by liberal imperialists on the left and neoconservatives on the right. It is time for the United States to abandon its ambitions of global dominance and restore its traditional grand strategy of offshore balancing.
